    Currently, when someone visits my site and clicks the Google Analytics opt-in, the URL changes to ateupwithmotor.com/?cookie-state-change=[a long number]. Is this normal behavior? I hadn’t noticed it doing that the other day, but it seems very strange.

    Yes that is new and required for some pages to trigger the tracking codes directly after the user confirms and to trigger caching systems to refresh the code and delivery to correct code.
