We tried to access the indicated sitemap and found it working:

We suggest resubmitting the sitemap index and monitor if it happens again (notice the detected date changes to a more current date).

We can see in this screenshot that Google most recently crawled the sitemap on Nov 17, 2018.

As long as the ‘Detected’ date remains Nov 14, 2018 (as seen in this screenshot), the error is cached by Google Search Console. Cached errors will eventually disappear.
