Redirect if User already has Sumbit the form

Hi,
Set cookie on contact form 7. if user is already submitted the form then redirect him to different page
i followed this link https://www.ads-software.com/support/topic/redirect-if-user-already-has-sumbit-the-form. here without submitting the form, if the user refresh the page it is redirecting
Please guide me how to set cookie on form submit
