Redirect to external url broken

Redirecting to an external url tries to redirect to a page on the site. Is this intended behavior?
I am trying to redirect to -> “https://secure.protectmywedding.com/pls/wpp/app_wpp.wpp.Go?p_brokerid=170”
The url redirected to ends up being -> “https://inscle.flywheelsites.com/https:/secure.protectmywedding.com/pls/wpp/app_wpp.wpp.Go?p_brokerid=170”
