redirected to 403.shtml when Add File

    I have WordPress 4.5.1 and WP-DownloadManager 1.68.1 When I try to Add a new file, it does not matter how big it is or if I upload it or if I browse the file from the server, once I click the Add File button I get redirected to 403.shtml I talked with the hosting provider and they said they disabled mod security, but it still behaves in the same wrong manner. Please help

    apparently the hosting company discovered they had to disabled two mod security rules that were causing this problem. Now all work perfect
