Redirecting a PDF Media File to a URL

Hi, I’m trying to redirect a PDF Media file (https://johnstalkerinstitute.org/wp-content/uploads/2020/06/usda-nondiscrimination-statement.pdf) to an external site (https://www.doe.mass.edu/cnp/civilrights/), but it’s not redirecting. When I “Check Redirect”, I get the following message:

Expected: 301 to https://www.doe.mass.edu/cnp/civilrights/

Found: 200

Any idea why I can’t redirect this PDF media file?
