Redirecting urls with chinese characters?

Can the redirection plugin handle Chinese characters in the from url? I’ve tried unsuccessfully thus far in trying to redirect a url with Chinese characters to one without Chinese characters.

The redirection plugin UI seems to save it correctly. My database is storing in utf8 and the Chinese characters seem to look good in there but the redirect doesn’t seem to work (I get a 404).
