[ref] shortcode not working

I can’t get the [ref] shortcode to work. I watched the animated gif in the screenshots, and when I try to use something like the following, my page load just breaks:

[ref id=”9702770″]

I’ve tried changing my theme to the default, and disabling all other plugins, without any success. There are no console errors to report.

Please advise?
