refill not working

How can a customer modify the text he entered?
As far as I understand, the refill-setting is meant to let the customer edit his previously entered text. However, when I click on an item in the cart where I want to edit my custom text, I don’t see it in the input field. When entering something new, a new product with the new text is added to the cart, the old one remains.
