Regex rule that also matches individual

Hello, we have a regex rule that also matches some of our individual/plain rules. We’ve purposely set the Regex rules to have a higher “Position” value than that individual/plain rules, but the regex ones still seems to be taking priority.

Other than re-writing the regex rule (to be way more complex), is there a way to force the individual/plain/non-regex rules to always take priority over the regex one?
