I did not understand why you’d want the images uploaded to the site by the end user to be registered as WooCommerce products. It seems that the introduced file upload plugin does not support multiple files.
Also, I don’t want to connect to an existing print service.

Here is the operation flow.
1．After logging in, the end user uploads the images of their smartphone etc. to our site.
2. Order prints on our site using the uploaded images.

* Prices are registered on our site according to the size to be printed.
* It is easy to sell products using images uploaded to WP media in advance.
* I haven’t found a way to register for woocommerce product using end-user’s images.
* It is necessary to hide the images of other users.

Searching around, I was not able to find plugins that convert uploaded images into WooCommerce products. However, you could have some luck searching further in the www.ads-software.com plugins repository, but it is probable that you may have to go for a custom coded solution that meets all the criteria.
