Register users through contact form

Hi!
I would like to know how could I create a user account using the contact form, so that when someone sended an issue through it, he/she would recieve an email with:
- The account confirmation link
- The ticket with the problem
So that I could assign the problem to that account, and let only THAT user check the status of it’s tickets. And also, if he/she already have an account (no matter if it is logged in or not) just send the ticket and not create the account.
