Essentially a bit difficult as things stand with the 2.7 tree. For example currently a contributer could make a new post, but then once it has been published they lose their ability to edit it.

Also as it stands, a contributor can view drafts (unpublished posts) by other users, which may be undesirable in your scenerio. I have a ticket open on that, though.

You may be able to fudge something with the various capability editor plugins.
