Registration Fees required?

Are registration fees a requirement in order for this to work? I currently have events setup without fees, but it will not let people register and says the following above the Register button:
No Fees Have Been Setup For This Event!
Registration for this event can not be taken at this time.https://www.ads-software.com/extend/plugins/event-registration/
