Registration Levels

I am just beginning to create my first site with 3.0. I have a client who needs several levels of registration:

Main Site – everyone can view – only the two top level admins can edit.

“Clubs” – everyone can view the main pages, some pages should be viewable only if you are registered. Club Admins can edit.

Club participants (each club participant will have their own blog) – only registered users can view. Participants can edit only their own individual blogs. Would there be a way for the Club Admins to also edit this area?

This is a very large project and I’m really hoping that wordpress3.0 is going to be my saving grace!
