related posts with a very close filter

Hello every body

I’m looking for some very efficient and very related posts code or plugin that ensures to filter and publish posts that only takes in consideration the taxonomy in a close way (and not by popularity, tittles, published date, etc.) and capable of exclude or include specifics categories.
