Remote plugin installing and activating

The goal is to handle the plugin install on site B with only site URL + WP admin login (user + pass available). FTP would not be possible.

This describes a process similar to the one I want to emulate with the script that is part of this project.

They allow users to install their ManageWP plugin by only providing the site address, WP admin user and password (same as per my project description).

So that means it seems to be possible in some way without having a plugin installed on site B first.

Is it possible to make using curl library to upload and activate plugin?
If you have some thoughts i am ready to listen.
