Remote vs Local Destination Upload

Hi, I added a download using the Upload File from the plugin and afterwards, noticed to the left under the icon image, a green link was automatically generated.
When it is a link, hovering above it says “remote file”. The only way to get it to be a “local file” is by going back and changing it manually by “Select Existing” and then updating the download.
When it is a local file the “Open in Browser” setting can be turned on and it functions correctly. When it is a remote file it doesn’t.
Is there any way to add a new download and automatically have it be a local file? Right now I have to add it and then
