Remove auto add tax when creating manual order

Hi,

I was wondering if this is possible to do:

I want to disable ability of adding VAT by default when you try to add a custom fee onto manual order. Not sure if this is possible currently but would like to know so I don’t inspect code endlessly.

To further explain my needs:
You go to dashboard create a new order and then under “add item” you “add fee”. Once the fee has been added it automatically applies VAT as well. Can we bypass this so it doesn’t add VAT by default. That way we can manually choose if we want to add the VAT or not by clicking on “add tax”.
