remove comment text (allowable tags) {Reddle Theme}

So, I’ve spent a ton of time looking for instructions on how to remove the allowable tags text that appears at the bottom of the comment box. However, everything I’ve found and tried has made zero difference. I got particularly hopeful when I found the (display: none) thing but no cigar.

Is there something I am missing? Anyone successfully done this? I am using Reddle Theme with a Child Theme for customizations.
