Remove CSS and most Javascript

I have a need to speed up a site, and this plugin requires a CSS file and also Javascript be added to every page (even those pages that don’t have the shortcode/widget on, and are not configured for javascript refresh).
I’ve gone ahead and forked this plugin, anyone else with my same needs can find it here:
