If it’s done via css, wouldn’t the paginated url be in the source & crawlable by Google?

Try this CSS snippet —

.home .ct-pagination {
  display: none !important;
}

And to answer your question, even if you were to disable pagination via other methods, WordPress would still create these pages behind the scenes. That’s simply how the WP system works like and there isn’t an easy way around this.
