Remove the close capability for customers

    Normally removing the close_ticket capability to a ticket should prevent the user from closing its own tickets. I will have a look at this and fix the problem if there is a bug here.

    You were right, there was a missing check on the “close ticket” option. I’ve fixed it in core. See eda63db for reference.
