It appears that the current version of WP (3.3.1) is no longer assigning the class form-allowed-tags to the <p> that contains the tag code, so this CSS cannot be applied. Any ideas of where I can look?

look into comments.php, for the comment_form() code;

then apply this edit:

still appears. What am I doing wrong?
