    Hello @kalusha

Thank you for reaching out and I am happy to assist you with this.
W3 Total Cache can only eliminate render-blocking JS and CSS files if previously minified by the W3 Total Cache.
Go to Performance > General Settings, and head over to the Minify heading on the settings page. Checkbox the Enable box in Minify. Make sure to save all settings and purge the cache.
Once minify is active, check the Page speed. To eliminate render-blocking JS, go to Performance>Minify, and under Minify engine settings: section, select defer Embed type (before </head> or after <body> depends where those files are ) Remember to save all settings and purge the cache.
As for the CSS, there is an option to “Eliminate render-blocking CSS by moving it to HTTP body” in the Performance>Minify>CSS section. However, please note that this option is only available after upgrading to the PRO version of the plugin.
Please check this video for more info.

    Thanks!
