    Hi i would like to reorder billing and shipping fields where are at backend when you add an order from backend. Not from checkout. Thanks

    You may be able to override the order via a filter of a few filters. This meta box is created in this file:

    
/includes/admin/meta-boxes/class-wc-meta-box-order-data.php

    I would look in that file to see what is available in the code and then see what you can create. If you need someone to craft this for you, there are freelance developers available at Codeable who can do this for you.
