request: notice in dashboard for plugins that are closed

hey,

recently a lot of plugins are closed, permanently or temporaliry, for good reasons.

there is no easy way to understand it, if you dont access the page of rth plugin in www.ads-software.com. in the websites we maintain, there isnt a notice, like the one for the new updates. today, just noticed, that some plugins didnt have the usual link “plugin-information” but a different one linkking to an external plugin page.

the proposal is to have a color, like drupal update manager: https://www.drupalconnect.com/sites/default/files/lots-o-updates.png

to point out closed plugins.

it seems that in 2 of our websites, we had closed plugins for almost a year without noticing it.
