Request — Restrict Formatting Options by Role

I would really love the ability to only allow some users to use all text formatting options.

I.E. if I could restrict the “Formats” dropdown completely for “Authors” but allow it for “Editors”. Being able to do the same with Bold, Font Size, Font Color, etc. would be very useful.
