Request to purchase theme

I’m redoing my dad’s website for his business. He has designed a series of LED brake light patterns for show motorcycles, and I wanted to find a theme to match – black and rather electric blue. I don’t know how to make my own wp theme, so I’m asking if anyone could work one up for me? I need general price ranges, and have my own background image I’d like to use.

that’s what the colors should match. (his Harley) It needs to be newbie friendly (Him), SEO friendly, nothing too busy…you get it, lol.
