“Requested URL was rejected” After Running WordPress Importer

Exported the content of a .XML file generated with WordPress Importer, and then attempted to import it to another site.

Instead of transferring the Posts, Pages, configuration, etc. I am sent to a page that says:
The requested URL was rejected. Please consult with your administrator.

I’ve done a few things on my own, including:
-Attempting to import older versions of the file
-Deactivating all plugins except WordPress Importer
-Deleting WordPress Importer, and installing it again

Just trying to get all my settings and content on to a new site. I have successfully done this before on other sites, but it’s just not working with this one. What should I do?
