Reset User Roles to Default

i want to have all role capabilities+priveleges set to default because a while, while back i had a user role plug-in and i have since removed but changes have been permanent, causing awkward conflicts, with plug-ins etc, and i don’t know what to do. i know it’s not my theme functions or other plug-ins – is it a database table? can i reset something without losing actual content? thank you.
