Resize image best practices

I need to shrink a 600 px wide image to 300 px wide…
In the blog post editor, I changed image size from “full size” to “medium.” The image looks great and is sized perfectly.
From a site-speed & optimization perspective, is this a bad way to shrink an image?
Many people recommend resizing the image (to the exact size it’ll be in the post) and then upload it to WP’s media library…and I also tried that…
Using Mac’s Preview app, I adjusted the image to 300 px and then uploaded it to the media library. Although, the image file size was slightly smaller (and probably better optimized), the image looks too grainy.
What’s the best way to do upload and resize images?
