Resized animated GIFs

    I am trying to understand how WordPress works with animated GIFs.

    My understanding is WordPress will resize animated gifs and preserve the animation if ImageMagick is installed on the server WordPress is installed on. Is this correct?

    I cannot find a definitive answer anywhere. It looks like WordPress supported this from about 4.5 if WordPress is using ImageMagick.

    I do understand that an amount of processing goes on and this may result in the conversion failing, but it should work on a reasonably sized gif on a reasonable server. Is this correct?

    I have been trying to find a plugin that will just report whether WordPress is using ImageMagick or GD, I cannot find one, does anyone know of one?

    Having said all this, I cannot get WordPress to resize and preserve the animation of an animated gif.

    Any help greatly appreciated. I have scoured the WordPress forums and search.
