Resizing doesn't work

Not sure what I’m doing wrong, but resizing doesn’t work. Here is what I do:
1. Added new image size of 1600 x 1200 and named it ‘wide’ (no crop).
2. Went to Media > Hovered image > Clicked ‘regenerate thumbnails’ of an image that is 2400 x 1600 in original size.
3. Clicked on the image link to get a detail view.
4. Looked at the available image sizes (using plugin: Display All Image Sizes). I do see ‘wide’, but it’s not 1600 x 1200, instead it’s 660 x 440 which is the same as ‘large’.
