Resource Page PLugin

Hi

I own a wordpress site for Family Doctors.

I woud like to create a resource directory.

Resources include

1, Website links
2, Documents (word / powerpoint)
3, Applications
4, Multimedia (photos/videos)

Doctor will be able to upload their resource to the directory – through a submission page – each resource has to be approved by administrator

1, Each resource will have a cateogory (on what the resource is about) – e.g. Respiratory – Asthma
2, Owner – person who uploaded the resource
3, Rating – by other users.
4, Type of resource – e.g. Video / website etc.

User can search the resource database using any of the four criteria above.

Ideally videos are hosted on our youtube page – so upload for videos should integrate with youtube.

Also all the database + resources (i.e. documents etc) can be backed up to dropbox.

Is there something out of the box that can do this? or is it too complex.
