Resources to Create an Admin Panel?

I’m developing a theme, and I’d like to know are there any resources on how to create an admin panel?

I have a start page which lists (for example) the most notable posts, and I’d like to have the user be able to choose which posts to choose as most notable in an admin panel so they get listed on the start page.

Though for that I’d need to know how create an admin panel in the first place.
