Responsive Coming soon page will not work

I enabled coming soon mode, deactivated mojo, cleared cache, deactivated cache plug-ins, tried turning the highend coming soon mode on and off, checked the site on a different internet provider after clearing it’s cache, but it still will not work. I don’t know what else to try. Our site has not been activated yet because it is still being built. Do I need to activate it then go into coming soon mode? Please help!
