Responsive settings do not work

At desktops I want the popup to be 50% wide. However, at mobile phones, I want it to be 95% wide. Setting the width for desktops at 50% and save, make it 50% for mobiles too. Then setting the width for mobiles at 95% and save, make it 95% for desktops too.
This were I set the width for the container:
