Do you mean the menu bar right at the top? Try this in your custom css:

.navbar.navbar-black {background: rgba(180,180,180,0.2)}

The 180 values can be be between 0 (black) and 255 (white), and the 0.2 is the opacity which can be up to 1.0 (no opacity). Adjust to taste.

If you mean the “Who is Line” bit, use:

.about-us {background: rgba(100, 100, 100, 0.95) !important}

If your theme does not have a setting where you can enter custom css, you can use a plugin like this one:
