Rest API failed for one entire network

Every time this company tries to go to this site, they get a timed out page. I looked at the logs and it says “Rest API Failed”. I don’t know if the issue is Cerber or not but since it is showing an error in its admin section, I assume it is. Is there a way to whitelist a network?
