restrict access to entire upload folder

I know you can protect specific files from being viewed, but my client will be uploading PDF’s to their protected area weekly that need to be protected. I can’t ask them to go through and protect each file, each time. Is there a solution to this problem?

There is an area for specific roles to be able to go in and download weekly pdf’s – these pdf’s need to be only accessible to users with that role.
