Restrict Access to Media Library for Co-Authors?

Is there a way with user permissions to restrict access to certain items in the media library for co-authors?

For example, user A uploads a file that User B is a co-author of. I’d like User B to be able to edit, delete that file since they are a co-author of that page.

Any ideas?
