restrict everyone

hi,
recently I was upgrading to the latest version. Now, while I have been assigned to a particular page to be visible by a particular user, he can not see the page (leading to the Restriction Redirect URL). This is fixing if I leave the page visible and the logged-on user loads it and then I lock it.
