Restrict pages by users role and attribute

Hi,
I’am working on a bigger WordPress based site where we will have thousands of users at the end. One of my jobs is to find a solution which could restrict pages from users who don’t have the specific attribute.
For example I have a user called Dave, who is an Editor and has an extra attribute line Working place which equals to London. I am (the Admin) create a page about great restaurants in Hong Kong, which I only want to share my Editors who work in Hong Kong. So my plan is to restrict that page from users lake Dave, and everyone else whom Working place line doesn’t equal to Hong Kong.
Is there any plugin for this problem, or do you have any idea how to solve this issue?
