Restrict refrigerated products to local clients

Since there isn’t a WooCommerce core functionality for that specific matter, you can still achieve it through a plugin.

In that case, you can create a category called something like Refrigerated products, and then create a shipping restriction for that product category based on country or states with a plugin like Conditional Shipping and Payments.
