Restricting what editors can do

I’m moving a non-profit’s site to FSE. There are multiple people who need to be able to edit pages. I need for them to be able to change text or swap images without being able to mess up the design. No inserting new blocks except paragraphs. No changing the settings or styles of existing blocks. I would really appreciate some advice form anyone managing a FSE corporate or media site with multiple editors. Obviously I’d like it if this could be done in WP core but I don’t have a problem using a plugin if needed.
