retention of member info after deletion

A paid member was deleted manually by the admin. Then when that member tried to renew & paid again, no confirmation email was sent to the user to enable registration. However, when the user clicked on return to merchant from paypal, he went to the registration page instead of the home page and when he entered registration information, the error message said that the password did not match the unique ID (but no email was sent with that ID). Is there some other location that needs to be cleared to enable this user to log back in? The trace logs looked good except for the last two steps, the new member email to the admin was not sent, nor the email to the new member. How can I clear this?
