Review not Publish

Several month ago I had a plugin that removed the Publish button from authors and instead added a Review button. Once they had written an article they pushed Review and I (the admin) had to review the article, then publish it.

I can’t find that plugin now and I was wondering if anyone know what that plugin was called or know of a plugin that does the same.
