This is not currently a feature, but would be a fairly simple addition. Int this scenario, for users who are not of the proper user role, would you want the review form to be displayed but disabled, or would you want the review form to be hidden in a similar fashion to the default login gate?
Also note that while this is not integrated natively into Rich Reviews right now, you could achieve a similar effect by simply placing the Review Form on a page that is protected by User Role. Role based access can be extended from a number of free plugins, including this one: https://www.ads-software.com/plugins/wordpress-access-control/ So this is a way to get the effect that you are looking for in the meantime, until we can push an integration for Rich Reviews.
