Reviews not sent for some orders

I read the KB article for this and don’t see any issue from it.
https://cusrev.freshdesk.com/support/solutions/articles/43000466045-automatic-review-reminders-not-sentAbout 1 in 4 orders, when marked completed, will get the “CR: a review reminder was successfully scheduled for June 3, 2019 3:49 pm.” but the CRON job is not created and the review reminder is not listed on the “Scheduled Review Reminders” page.
